William Henry Wheeler 1832 to 1915 Until 1974 these buildings housed the Boston Rural District Council. The original house was designed in 1885 for and by the Borough architect and harbour engineer WH Wheeler. In 1871 he designed the peoples park Lincolnshire first public park. The Boston cottage hospital 1875. The Corporation 1850 and Boston docks 1884 a .... An authority on drainage he wrote much on that subject as well as his “history of the fens of South Lincolnshire”.
