Burnley Public Art Project Peer Plaques. Peer Plaques has been commissioned by Burnley Borough Council (BBC). The work was produced by artist Kevin Carter and civic Architects. The work features a selection of quotes from Burnley residents in response to the question: "What is your first thought when you think about your neighbourhood?".
